Angola opposition targets inequality in election bid

LISBON (Reuters) - Angola's main opposition party, UNITA, accused President Jose Eduardo dos Santos on Friday of giving a small elite access to vast resources while leaving most Angolans in misery, and pledged to fight poverty if it wins an election next month.

UNITA unveiled its electoral platform ahead of the August 31 national election to select lawmakers and a president. It will be only the second such vote in Angola, Africa's No. 2 oil producer after Nigeria, since the end of a 27-year civil war a decade ago.

Dos Santos, who has been in power for 32 years, is bidding to secure another term for his MPLA party, which won the war against former rebel group UNITA and has dominated the country's politics since. The president heads his party's candidate list and most analysts expect MPLA to retain power.

"A group of political leaders with links to the ruling party has taken ownership of resources that belong to all Angolans. Meanwhile, most Angolans are left at the mercy of hunger and misery," UNITA leader Isaias Samakuva wrote in the introduction to his election manifesto.

UNITA, whose campaign slogan is "United for Change", would make fighting poverty its main focus of government if it were to win the election and pledged to introduce a minimum wage of around $500 per month as part of the effort, Samakuva said.

Opposition parties and global rights groups have long accused Dos Santos' government of mismanaging oil revenues and doing too little to fight widespread poverty and graft.

Dos Santos has faced growing opposition by anti-government youth activists staging street protests and by civil war veterans claiming unpaid subsidies.

Still, most observers say the MPLA is likely to win the poll thanks to its superior funding resources and control of state media.

Government officials reject accusations of greed and graft as ill-intentioned. In a manifesto presented last week, the MPLA said strong economic growth had allowed it to cut poverty levels to around 39 percent of the population in 2009 from 68 percent in 2002.

But the ruling party also said there was still much to be done to combat poverty and promised to introduce a minimum income and subsidies for the elderly.

UNITA'S Samakuva accused the government of creating mass unemployment among the young and of "throwing youths into the abyss of despair and leaving them without a future".

He also criticized the Dos Santos administration for using violence to clamp down on the budding youth movement, which has staged several demonstrations in the last 18 months.

Angola's long civil war began after the country gained independence from Portugal in 1975 and its liberation factions turned on each other. The country became a Cold War battleground that pitted the Russian- and Cuban-backed MPLA against UNITA, supported by apartheid South Africa and the United States.

After emerging victorious, the MPLA then crushed its UNITA rivals in a 2008 election by obtaining 82 percent of the vote.

France's CAC 40 jumped 4.1 percent and Spain's IBEX 35 vaulted 6.1 percent.

IG Markets strategist Stan Shamu said hopes for ECB action will remain elevated ahead of its scheduled Aug. 2 meeting.

"With renewed hopes that the ECB will take further action to address the crisis, regional markets are facing the prospect of a positive finish to the week," he said in an emailed commentary.

Asian markets also got a boost after Samsung reported another record-high quarterly profit as customers flocked to Galaxy smartphones, helping it outdo rivals even at one of the most challenging times for the global tech industry. Samsung Electronics rose 3.9 percent in Seoul.

Japan's Nikkei 225 stock average was up 1.5 percent at 8,568.06 and Hong Kong's Hang Seng added 1.9 percent to 19,248.94. Australia's S&P/ASX 200 rose 0.8 percent to 4,181.60. South Korea's Kospi climbed 2 percent to 1,817.44 and the Shanghai Composite gained 0.2 percent to 2,129.23.

Wall Street was also boosted by Draghi's comments despite disappointing earnings.

The Dow Jones industrial average on Thursday jumped 212 points, or 1.7 percent, to 12,888. The broader the Standard & Poor's 500 index rose for the first time in five days. It was up 22.13 points, or 1.7 percent, to 1,360.02. The Nasdaq composite index rose 39.01 points, or 1.4 percent, to 2,893.25.

In energy markets, benchmark crude was up 10 cents at $89.49 in electronic trading on the New York Mercantile Exchange. The contract crude rose 42 cents to finish at $89.39 in New York on Thursday.

The euro was up 0.1 percent at $1.2290. The dollar fell 0.1 percent to 78.23 yen.

Despite that mission, O?Connor was nonetheless drawn into the lingering controversy surrounding last month?s high court decision upholding the Patient Protection and Affordable Care Act.

The committee chairman, Sen. Patrick Leahy (D) of Vermont, opened the door with a comment about how ?a member of the court was labeled a traitor and accused of betraying the president who appointed him.?

O?Connor replied: ?It is unfortunate because comments like that demonstrate a lack of understanding about the role of the judicial branch.?

Leahy?s reference was to Chief Justice Roberts, who reportedly changed sides during behind-the-scenes deliberations and joined the court?s liberal wing to uphold the health-care law rather than strike it down.

Angry conservatives accused Roberts of bowing to political pressure, including warnings that Obama would launch political attacks against the Supreme Court ? and Roberts in particular ? as part of his reelection campaign.

In addition to the president, Senator Leahy himself targeted Roberts in a Senate floor speech in May ? a month and a half before the decision was announced.

?I trust that he [Roberts] will be a chief justice for all of us and that he has a strong institutional sense of the proper role of the judicial branch,? Leahy said. ?The conservative activism of recent years has not been good for the court. Given the ideological challenge to the Affordable Care Act and the extensive, supportive precedent, it would be extraordinary for the Supreme Court not to defer to Congress in this matter that so clearly affects interstate commerce.?

Oakland police radios failed during Obama visit

OAKLAND, Calif. (AP) ? This city's year-old $18 million police radio system failed repeatedly during President Barack Obama's visit to Oakland on Monday and during protests surrounding it.

Many of the 100 police officers assigned to presidential security duty that day were unable at times to communicate through their radios with police dispatchers, and even with each other, during the president's fundraiser at a downtown theater, according to the head of the city's police union.

At one point, officers couldn't reach dispatchers for about 30 minutes, said Barry Donelan, president of the Oakland Police Officers Association. Another time, some officers reported that the radios failed altogether shortly after the president departed and some protesters began blocking downtown streets.

"It doesn't work, that's the bottom line. Our officers have absolutely no confidence with this current radio system," Donelan told the Associated Press on Thursday. "It puts my officers and the citizens they serve in serious jeopardy because of its unreliability."

City officials could not be immediately reached for comment on Thursday. But Sgt. Chris Bolton, chief of staff for Police Chief Howard Jordan, earlier told the San Francisco Chronicle, that he was on duty Monday night and was among those who had trouble contacting fellow officers. "Obviously we want a reliable radio system," he said.

The radio system that began operating in June 2011 was supposed to be a needed upgrade from the previous analog network reputed to have numerous dead zones in some of the most dangerous parts of town.

But the new digital system has been even more troublesome, plagued by breakdowns and dead spots that have left officers' vulnerable to blackouts across Oakland and even in many commercial buildings, including the basement of the downtown police headquarters.

An official report commissioned by the city administrator's office released last week said the new system needs numerous improvements due to "poor reception, unclear audio and speaker problems."

Donelan said the radio problem, which averages about 500 glitches a month, is another setback in a department that has seen a 30 percent reduction in officers since 2010 and a 20 percent spike in violent crime this year.

"Our officers don't know when or where it's going to work a regular basis," Donelan said. "The failure becomes magnified when the president of the United States is here, but how about the on-duty officer is confronted with an armed suspect, needs some backup and his radio doesn't work? ...That puts the lives of everyone connected in jeopardy."

Monday's radio problems were caused by a cooling unit failure on a transmission tower in the Oakland Hills, police and city officials say. It was repaired Tuesday.

Oakland had fast-tracked the new system instead of joining a regional network of 40 agencies in Alameda and neighboring Contra Costa County that could provide a larger and more reliable service.

Bill McCammon, executive director of the East Bay Regional Communications system, said Oakland city officials contacted him after Monday's problems to learn more about the multicounty collaborative.

McCammon said he understands why the city might not want to ditch a radio system that cost millions of dollars, most of it federal grant money.

"We built and designed a system to include (Oakland) and we've been working with them before some of these things happened," said McCammon. "Clearly there's a sense of frustration on many levels with their system. But I believe that we have a much more reliable system with better coverage, and it may be more cost effective than just standing alone."

Children, families struggling after recession: report

WASHINGTON (Reuters) - More children and families across the United States are facing poverty and economic instability following the recession, new data shows, raising concerns about the weak economy's long-term impact on the next generation of Americans.

A report released on Wednesday found a rising number of children in nearly every state have families that have seen deeper poverty and economic insecurity since 2005, even as some other areas such as education and healthcare have improved.

The findings from the Annie E. Casey Foundation showed 2.4 million more children slipped into poverty from 2005 to 2010, from 13.3 million to 15.7 million, the data showed.

"The economic well-being of children and families has plummeted because of the recession," researchers at the non-profit youth advocacy group wrote in their annual report on the state of U.S. children.

The report, closely watched by policy makers, is based on data compiled from various government agencies such as the Census Bureau and the Centers for Disease Control and Prevention. For a graphic, see http://link.reuters.com/muf69s.

Its findings come amid an uncertain recovery in the wake of a national recession that ran from late 2007 to mid-2009 and led to significant unemployment and housing foreclosures.

According to the foundation, in nearly every state and Washington, D.C., there were a growing number of children whose parents did not have stable, full-time employment and whose families were burdened with high housing costs.

Still, there were some gains in health and education.

Dozens of states saw more parents with high school diplomas and fewer teen births. Children in more than 40 states gained access to health insurance, and there were fewer deaths among children and teenagers. Many states also saw steady improvement in the number of children enrolled in preschool as well as gains in reading and math proficiency.

That has created "a mixed picture for kids over the last half decade or so," said Laura Speer, the group's associate director for policy reform and data.

MIXED PICTURE

The effect on black, Hispanic and other minority children as well as those who are poor is a particular concern.

Even though the number of U.S. minority children is outpacing whites, the report found those children are hit the hardest, especially when it comes to education.

For example, more than 80 percent of minority children still struggled with reading in the fourth grade compared to 58 percent of white children, data showed.

"Poor kids and kids of color continue to fall behind their more affluent and advantaged classmates," Patrick McCarthy, the foundation's president and chief executive, told reporters.

Additionally, black and American Indian children were twice as likely as whites to have both parents without secure employment. Black, American Indian and Hispanics were also more likely to have just one parent at home than their white peers.

Those disparities could have a profound impact on children's own employment and stability as adults, he added. "These declines in income and assets for families are likely to have a very real and lasting effect on their children."

Additionally, the recession's impact on children varies widely state-by-state, according to the report, which ranks states based on children's overall well-being.

Children in the Northeast and the Upper Midwest fared best, while those living in the Southeast or the Southwest had the worst outcomes. Eight out of 10 states that have the most children also ranked the worst, including California and Texas.

The findings come as state governors continue to wrestle with fiscal problems from the recession. [ID:nL2E8IHCR6] Despite such trouble, policy makers should not lose sight of investing in the nation's youth, the report urged.

Overall, New Hampshire, Massachusetts, Vermont, New Jersey and Minnesota topped the list for child well-being while Arizona, Louisiana, Nevada, New Mexico and Mississippi scored lowest.

Economically, states where natural resources are driving an economic boom - North Dakota, Nebraska, Iowa, South Dakota and Wyoming - ranked highest, while Arizona, Louisiana, New Mexico, Nevada and Mississippi were at the bottom.

Pre-hospital EKG worthwhile for chest pain: study

NEW YORK (Reuters Health) - Having paramedics do field EKGs in patients with chest pain instead of waiting until they get to the hospital hasn't caused undue delays in San Diego, California, researchers said Wednesday.

In fact, patients whose EKGs showed they'd had a serious heart attack were brought in faster after the city equipped its ambulances and fire trucks with machines to do the test.

Pre-hospital EKGs are recommended by medical groups because they cut the time it takes hospitals to get heart attack patients the care they need, with every minute saving heart tissue.

But some researchers had feared that doing the tests in the field would slow down the paramedics instead, producing no or little net benefit.

"This study shows that out in the real world those concerns were not true," said Dr. Umesh Khot, a cardiologist at the Cleveland Clinic in Ohio, who wrote an editorial about the findings.

The City of San Diego began training paramedics in doing EKGs, or electrocardiograms, after it received a donation of half a million dollars from a heart attack patient.

Until the end of 2005, San Diego emergency medical services had been taking people with chest pain to a hospital of their choice. But since the pre-hospital EKGs were rolled out, patients who test indicated a massive heart attack, called STEMI, have been directed to the nearest hospital that can care for them.

The new study, led by Dr. Ehtisham Mahmud of the University of California, San Diego (UCSD), used data from nearly 22,000 patients evaluated for chest pain before and after the new system was put in place.

On average, paramedics spent only 18 seconds more on the scene after they started doing field EKGs, and the transportation time rose by just 12 seconds.

By comparison, the advance notice saves about 15 to 20 minutes once patients get to the hospital, said Mahmud, whose study appears in the Journal of the American College of Cardiology.

And with the new system, it took considerably less time for STEMI patients, who have completely blocked heart arteries, to reach the hospital.

"The paramedics are getting those patients to the hospital even faster than the rest," Mahmud told Reuters Health. "They were shaving off about three minutes."

He added that for every additional 15 minutes a heart attack patient goes without treatment, one in 100 will die - so although three minutes isn't a lot, it could still be meaningful, according to Mahmud.

Pre-hospital EKGs have now been rolled out across San Diego County, and the Cleveland Clinic's Khot said most other places in the U.S. have adopted it as well.

Mahmud said death rates from heart attacks have dropped from between six and seven percent to less than four percent at UCSD over recent years, although it's hard to pinpoint the exact reasons. While medical treatments have been refined, he ventured, "this is more a system-of-care thing."

Khot praised the study for looking at the whole picture instead of just focusing on the faster treatment once patients reach the hospital.

"This is part of making sure there are no untoward effects" of the new system, he said.

(AP) ? A Connecticut man purchased a 17-pound lobster at a Waterford restaurant, then released the crustacean back into Long Island Sound.

Don MacKenzie of Niantic tells The Day of New London (http://bit.ly/MGvGHb ) he knew the lobster, nicknamed "Lucky Larry" by local children, would have to be about 80-years-old to reach his current size and felt it deserved to live.

MacKenzie won't say how much he paid The Dock restaurant to take Larry off the menu.

He took the lobster back to sea Tuesday, releasing it in a secret location.

MacKenzie received a send-off from a group of children chanting "Let Larry Live" and the lobster was given a salute from the Niantic River Bridge operator who sounded the lift bridge's siren as the boat carrying it headed back to sea.

Infants are able to detect how speech communicates unobservable intentions, researchers at New York University and McGill University have found in a study that sheds new light on how early in life we can rely on language to acquire knowledge about matters that go beyond first-hand experiences.

Their findings appear in the Proceedings of the National Academy of Sciences (PNAS).

"Much of what we know about the world does not come from our own experiences, so we have to obtain this information indirectly?from books, the news media, and conversation," explained Athena Vouloumanos, an assistant professor at NYU and one of the study's co-authors. "Our results show infants can acquire knowledge in much the same way?through language, or, specifically, spoken descriptions of phenomena they haven't ? or that can't be ? directly observed."

The study's other co-authors were Kristine Onishi, an associate professor in the Department of Psychology at Canada's McGill University, and Amanda Pogue, a former research assistant at NYU who is now a graduate student at the University of Waterloo.

Previous scholarship has established that infants seem to understand that speech can be used to categorize and communicate about observable entities such as objects and people. But no study has directly examined whether infants recognize that speech can communicate about unobservable aspects.

In the PNAS study, the researchers sought to determine if one-year-old infants could recognize that speech can communicate about one unobservable phenomenon that is crucial for understanding social interactions: a person's intentions.

To explore this question, the researchers had adults act out short scenarios for the infants. Some scenes ended predictably (that is, with an ending that is congruent with our understanding of the world) while others ended unpredictably (that is, incongruently).

The researchers employed a commonly used method to measure infants' detection of incongruent scenes: looking longer at an incongruent scene.

Infants saw an adult actor (the communicator) attempt, but fail, to stack a ring on a funnel because the funnel was just out of reach. Previous research showed that infants would interpret the actor's failed behavior as signaling the actor's underlying intention to stack the ring. The experimenters then introduced a second actor (the recipient) who was able to reach all the objects. In the key test scene, the communicator turned to the recipient and uttered either a novel word unknown to infants ("koba") or coughed.

Although infants always knew the communicator's intention (through observing her prior failed stacking attempts), the recipient only sometimes had the requisite information to accomplish the communicator's intended action?specifically, when the communicator vocalized appropriately using speech, but not when she coughed.

If infants understood that speech?but not non-speech?could transfer information about an intention, when the communicator used speech and the recipient responded by stacking the ring on the funnel, infants should treat this as a congruent outcome. Results confirmed this prediction. The infants looked longer when the recipient performed a different action, such as imitating the communicators' prior failed movements or stacking the ring somewhere other than on the funnel, suggesting they treated these as incongruent, or surprising, outcomes.

Because coughing doesn't communicate intentions, infants looked equally no matter what the recipient's response was.

"As adults, when we hear people speaking, we have the intuition that they're providing information to one another, even when we don't understand the language being spoken. And it's the same for infants," Onishi said. "Even when they don't understand the meaning of the specific words they hear, they realize that words?like our nonsense word 'koba'?can provide information in a way that coughing cannot."

"What's significant about this is it tells us that infants have access to another channel of communication that we previously didn't know they had," added Vouloumanos. "Understanding that speech can communicate about things that are unobservable gives infants a way to learn about the world beyond what they've experienced. Infants can use this tool to gain insight into other people, helping them develop into capable social beings."

Although stock car racing is now a popular national sport its tradition is rooted in the southeastern United States where cars, after the Second World War, represented liberty for a largely land-bound society. And building and driving fast cars relates to another southern tradition: making moonshine whisky and daring drivers who transferred their booze-running skills and cars to the stock car tracks springing up all over the South.

The good ol' boys developed tremendous law evading abilities with their souped-up liquor-laden machines. One of the most celebrated was Robert Glenn "Junior" Johnson whose roots were in the best moonshining tradition.

The Johnson family lived near Wilkesboro, North Carolina. Writer Vance Packard once called Wilkes County the "the bootleg capital of America."

Junior's father Robert Johnson was one of the biggest copper still operators in the area. The older men did the distilling while the younger ones transported the moonshine down to the cities. Junior started hauling at age 14.

Junior was born in 1931, a big strapping fellow with good reflexes and a fearless demeanour. He built a reputation as a fast 'shine runner who always seemed able to elude the agents.

He is credited with inventing the "bootleg turn" in which a whisky hauler jammed his car into second gear, gave the steering wheel a mighty tug to the left and spun the car 180 degrees. If successful it stayed on the road charging off in the opposite direction.

Johnson's evasions and the agents' embarrassment became legendary. His reputation grew beyond Wilkes County, and his daring exploits were enshrined by Tom Wolfe in his article, "The Last American Hero Is Junior Johnson. Yes!," in the March, 1965 Esquire.

Wolfe related a famous incident: "Finally, one night they had Junior trapped on the road up toward the bridge around Millersville, there's no way out of there, they had the barricades up and they could hear this souped-up car roaring around the bend, and here it comes - but suddenly they can hear a siren and see a red light flashing in the grille, so they think it's another agent, and boy, they run out like ants and pull those barrels and boards and sawhorses out of the way, and then Ggghhzzzzzzzhhhhhhggggggzzzzzzzeeeeeong! - gawdam! there he goes again, it was him Junior Johnson! with a gawdam agent's si-reen and a red light in his grille!" Of such stories are legends built.

Johnson began driving on Wilkesboro's dirt track in 1949, "power sliding" the turns to come out pointed in the right direction. By bringing whisky driving techniques to the track Junior soon held records all over the area.

Junior's racing career was really blossoming in 1956 when ? he was caught! The agents stole through the hollows and arrested Junior near the still. He "pulled" two years in the federal reformatory in Chillicothe, Ohio, although he served only 11 months. Ironically, Junior had been doing well enough in stock car racing that he didn't need to pursue moonshining. He was just helping his daddy as any good ol' boy would.

When he returned, Detroit was getting into National Association for Stock Car Auto Racing in a big way. Tracks were longer, faster and paved, and at Daytona International Speedway in Daytona Beach, Florida, which opened in 1959, Junior made his mark.

In 1960, racing a Chevrolet, Junior was losing up to 16 km/h (10 mph) to the hot Pontiacs. On a whim he nosed his Chevy up near the bumper of a fast Pontiac. To Johnson's surprise he stayed with the Pontiac and went faster than ever.

Junior had discovered "drafting," the aerodynamic phenomenon that makes two nose-to-tail cars run faster than either could alone. Junior drafted through the 500, hitching rides wherever he could. He won the race and added to his legend, a Chevy privateer beating the factory cars. He was a giant killer, a hero of every underdog in the South.

Junior raced until 1965, collecting 50 NASCAR wins, not a record but he established such a reputation that in 1998 Sports Illustrated named him the greatest NASCAR driver of all time. He became a successful NASCAR team owner, then sold the team in 1995 to spend more time with his new young family and run his 300 acre beef cattle farm near North Wilksboro.

In a historic twists of fate, Junior is back in the whisky business, this time legally as part owner of Piedmont Distillers who make Moonshine Moon, 80 proof (not 100-proof like the old days) corn liquor. It?s real moonshine like the stuff he used to haul, and of course it?s in North Carolina.

So Junior is long out of illegal whisky, although perhaps with some nostalgia for those old "'shine runnin'" days outrunning the "revenuers" through the cuts and hollows of North Carolina's Brushy Mountains.

Insight: Flood risk rampant across Asia's factory zones

BANGKOK/HONG KONG (Reuters) - Global insurance companies are struggling to get a grip on their flood exposure in Asia nearly a year after one of the world's costliest disasters hit Thailand, with executives fearing an even worse event looms in the region.

Some firms learnt from the Thai floods, with new defenses built to protect multi-billion dollar industrial estates in the country. Insurance premiums have also gone up, but factory construction in flood-prone areas remains rampant across Asia.

Insurance executives say the industry is vulnerable to another major flood, with scientists identifying the coastal plains of southern China as one area at greatest risk.

"When I go and look at these industrial parks and ports in some of the low-lying coastal areas, I just have to stand back and think: Who's insuring these things? Who's done the risk assessment?" said Adam Switzer, a coastal scientist at the Earth Observatory in Singapore.

"What I consistently see on the coasts throughout Asia is that we're still making the same sorts of mistakes."

The Thai floods hit nearly 1,000 factories feeding global supply chains - particularly in the auto sector - costing insurers an estimated $20 billion.

In the rush for development that has lifted millions out of poverty in Asia, many factories have been built along coasts, especially in river deltas. According to insurance industry executives, most construction was done without long-term historical data on floods and storms.

On top of that, rising sea levels, increasing rainfall and more intense storms - together with more people and infrastructure - mean the risks have multiplied.

"We should be identifying these pockets of exposure earlier," said Scott Ryrie, Asia-Pacific vice chairman for Guy Carpenter, a global insurance industry services firm.

The goal, insurance executives say, is to break the cycle of paying for the same losses over and over again.

After the Thai floods, global reinsurer Swiss Re reassessed flood risk in emerging markets. The report's No. 1 risk was China, whose vast industrial estates are at the heart of global manufacturing, making everything from iPads to brake pads.

Among other Asian countries listed, Malaysia was 5, Indonesia 7 and India 10. Thailand was ninth.

Munich Re and Guy Carpenter have also reviewed flood risk models, particularly for industrial parks in Asia.

"A new risk awareness has to set in along the entire value chain," said Tobias Farny, Munich Re's Asia-Pacific chief executive. "The exposures present need to be defined, described and ring-fenced in order to become insurable."

Ryrie said insurers in many countries have contained risks by imposing tighter payout limits and pushing for better historical data to improve risk models.

At an industrial estate on the flat plains north of Bangkok, where Japan's Toshiba makes lighting and home appliances, workers rush to finish a 9.5-km (6-mile) concrete and earth dike that is 1.5 meters (5 ft) higher than the old one.

Behind them, a brown stain runs along the factory buildings where floodwaters lingered for two months, knocking out major foreign-owned manufacturing operations and triggering a flurry of business interruption claims around the world.

Many in the insurance sector agree that an even bigger loss is likely in China, the motor of global manufacturing, where large areas of factory estates are vulnerable to flooding and storms.

Fierce competition among Chinese insurers, low premium prices and a lack of long-term disaster risk assessment mean insurance companies are potentially exposed to big losses.

"If we have a really extreme event in China, I am quite certain there would be some surprises for the insurance industry," said Jens Mehlhorn, head of Swiss Re's flood group. "The flooding we see currently in China is just average flooding. We haven't seen a 50- or 100-year flood event in the past 5 to 10 years."

The Pearl River Delta is one of China's biggest industrial zones. The western side of the delta, constructed on sediment-filled fish ponds and rice paddies, is flat for up to 100 km (60 miles) inland, and 40 percent is less than 2 meters (6.5 ft) above sea level.

The government has not published detailed maps showing China's most critical flood zones.

Meanwhile, competition in one of the world's biggest insurance markets has driven the cost of property cover 20 to 30 percent below what it is in other Asian markets, said Alex Yip, China chairman and general manager of insurance broker and corporate advisor JLT Lixin.

Price competition last year was so brutal that China's No. 2 insurer by market capitalization, Ping An, recorded a nearly 200 million yuan ($31 million) loss on its corporate property and casualty underwriting, despite no major flood loss claims.

Ping An said in an email it cares more about the big picture than the profitability of individual policies. In 2011, Ping An's property and casualty division overall made a net profit of just under 5 billion yuan ($785 million).

Flood insurance in China is typically sold as part of a general property policy and does not have an upper claims limit, industry experts said. Rapid development and high levels of foreign investment mean the amount insurers are on the hook for in the next major flood has gone up.

"For floods and for earthquakes, to be honest, for international standards, the price is inadequate," said Zhang Qing, the Beijing-based general manager for State-owned PICC Property & Casualty Co's reinsurance business.

A recent study by Texas A&M University and Yale University shows the amount of developed land in low-elevation coastal areas in China is skyrocketing. In 2000, 13,500 sq km (5,200 sq miles) of low-elevation coastal land had been built up. By 2030, that is set to nearly quintuple to 63,600 sq km (24,500 sq m), an area nearly as large as the Netherlands and Belgium combined.

Another study, in the journal Irrigation and Drainage in 2010, said one third of China's farmland, two-thirds of its people, more than 60 percent of its cities and 80 percent of its GDP were threatened by floods.

Maryam Golnaraghi, chief of the World Meteorological Organization's disaster risk reduction division, said Chinese data is often not detailed enough to be useful - and that some government agencies feel information on water flows is too sensitive to share.

LESSONS LEARNED

Thailand is Asia's most developed auto parts market and a hub for the likes of Toyota, Honda and Mercedes-Benz, making cars and car parts the country's No. 1 export this year. The floods disrupted more than 100 components makers.

Over the past year, property insurance rates in Thailand have doubled or tripled and flood cover greatly reduced or even refused in some cases, said Jiraphant Asvantanakul, president of The General Insurance Association of Thailand.

Manufacturers such as Toshiba are moving machinery to the second storey, setting up sister operations in other countries and finding back-up warehouses and suppliers, though the bulk of operations remain in Thailand.

"I think the factories will stick with Thailand because the supply chain network is still very strong ... it is not that easy to move," said Kobkarn Watanavarangkul, executive chairwoman of Toshiba's Thai unit.

Toshiba's factories are in the Bangkadi industrial estate, one of seven parks built on former rice paddies on floodplains north of Bangkok that were inundated last year, affecting companies such as Sony, Canon and Honda.

Close to where workers were toiling to build new flood defenses to protect the complex was a bronze statue of an elderly couple standing on sandbags.

They are the estate's founders and the statue commemorates a flood in 1995 in which 1 million sandbags were used to fend off high waters, a reminder that this is not the first time the estate has been threatened.

Insurers and reinsurers are also worried about dense concentrations of factories in other parts of Asia, particularly in and around the Indonesian capital Jakarta, where floods in 2005 and 2007 hit large areas.

The low-lying coastal city has 13 rivers flowing through it, is subsiding in parts and faces rising sea levels. It is the nation's manufacturing base with U.S., European and Japanese firms operating factories.

In Cikarang, east of Jakarta, five industrial estates with more than 3,000 plants employ over 1 million people.

Farny of Munich Re said natural catastrophe awareness was growing only slowly among insured firms and governments.

"But it is growing," he said.

As the NCAA imposes on Penn State an array of penalties that arguably are more punitive and long-lasting than the so-called death penalty, the sanctions trace directly to the report generated by former federal judge and FBI director Louis Freeh.? As a result, some are now wondering whether Penn State wishes it hadn?t hired Freeh to engage in such a comprehensive review of the Jerry Sandusky situation.

In turn, some Saints fans are wondering whether owner Tom Benson may be reconsidering the wisdom of the decision to retain Freeh to conduct a similar review of the allegation that G.M. Mickey Loomis previously had the ability to eavesdrop on opposing coaches.

?Serious allegations have been made about our organization this off-season; we take these allegations very seriously,? team spokesman Greg Bensel told PFT via email on June 8.? ?As a result, we have hired the Freeh Group, founded by former director of the FBI and former federal judge Louis Freeh.? Mr. Benson moved quickly to hire them and has spared no expense to get to the bottom of these allegations.? We have given the Freeh Group complete access to our team and all of the individuals who have been associated with this news story.?

It?s believed that, after examining the wiretapping allegations, the Freeh Group will examine the bounty situation.

But Freeh?s involvement doesn?t mean a report eventually will be generated and released for public consumption.? Penn State is a public entity; the Saints aren?t.

Of course, if we never hear another peep from Freeh when it comes to the Saints, some will conclude (perhaps accurately) that he found information that would be unflattering to the organization and/or one or more of its key employees, if released to the media.

Then again, there?s also a chance that Freeh?s report will be embraced by the Saints, since it could entail a conclusion that, for example, a disgruntled former employee embellished at best or fabricated at worst the wiretapping allegations ? and possibly that ESPN?s John Barr was overly zealous in trying to dig up dirt about the team in the wake of the bounty scandal.

As to the bounty scandal, Freeh?s report possibly could crystallize and explain the semantics-driven dispute between the NFL and the NFLPA regarding the pay-for-performance system.? By all appearances, there was no specific pay-for-injury system ? but there were incentives for applying clean, legal hits in a way that coincidentally caused injury.? A report from Freeh that makes that point and explains the distinction could, given the widespread respect Freeh enjoys, finally spark the much-needed debate as to whether such harsh penalties should apply for giving players a little extra money to do something they?re already paid to do.

In the end, whether the rest of us ever get access to the information generated by Freeh could depend on whether the Saints like ? or don?t like ? the stuff that Freeh discovers.? If, in the end, the Saints choose to release everything, it?s safe to say that Freeh?s findings will be regarded as credible and trustworthy, given the flamethrower he took to Penn State via an investigation that Penn State paid him to conduct.
