Piece of 9/11 plane newly discovered in New York City

Novel approach to find RNAs involved in long-term memory storage

Apr. 25, 2013 ? Despite decades of research, relatively little is known about the identity of RNA molecules that are transported as part of the molecular process underpinning learning and memory.

Now, working together, scientists from the Florida campus of The Scripps Research Institute (TSRI), Columbia University and the University of Florida, Gainesville, have developed a novel strategy for isolating and characterizing a substantial number of RNAs transported from the cell-body of neuron (nerve cell) to the synapse, the small gap separating neurons that enables cell to cell communication.

Using this new method, the scientists were able to identify nearly 6,000 transcripts (RNA sequences) from the genome of Aplysia, a sea slug widely used in scientific investigation.

The scientists' target is known as the synaptic transcriptome -- roughly the complete set of RNA molecules transported from the neuronal cell body to the synapse.

In the study, published recently in the journal Proceedings of the National Academy of Sciences, the scientists focused on the RNA transport complexes that interact with the molecular motor kinesin; kinesin proteins move along filaments known as microtubules in the cell and carry various gene products during the early stage of memory storage.

While neurons use active transport mechanisms such as kinesin to deliver RNA cargos to synapses, once they arrive at their synaptic destination that service stops and is taken over by other, more localized mechanisms -- in much the same way that a traveler's bags gets handed off to the hotel doorman once the taxi has dropped them at the entrance.

The scientists identified thousands of these unique sequences of both coding and noncoding RNAs. As it turned out, several of these RNAs play key roles in the maintenance of synaptic function and growth.

The scientists also uncovered several antisense RNAs (paired duplicates that can inhibit gene expression), although what their function at the synapse might be remains unknown.

"Our analyses suggest that the transported RNAs are surprisingly diverse," said Sathya Puthanveettil, a TSRI assistant professor who designed the study. "It also brings up an important question of why so many different RNAs are transported to synapses. One reason may be that they are stored there to be used later to help maintain long-term memories."

The team's new approach offers the advantage of avoiding the dissection of neuronal processes to identify synaptically localized RNAs by focusing on transport complexes instead, Puthanveettil said. This new approach should help in better understanding changes in localized RNAs and their role in local translation as molecular substrates, not only in memory storage, but also in a variety of other physiological conditions, including development.

"New protein synthesis is a prerequisite for maintaining long term memory," he said, "but you don't need this kind of transport forever, so it raises many questions that we want to answer. What molecules need to be synthesized to maintain memory? How long is this collection of RNAs stored? What localized mechanisms come into play for memory maintenance? "

Iraq: String of attacks across country kills 32

(AP) ? Insurgents launched what appeared to be a highly coordinated string of attacks across Iraq on Monday morning, killing at least 32 and wounding more than 200, according to officials.

The attacks, many involving car bombs, erupted less than a week before Iraqis in much of the country are scheduled to vote in the country's first elections since the 2011 U.S. troop withdrawal, testing security forces' ability to prevent bloodshed.

There was no immediate claim of responsibility, but coordinated attacks are a favorite tactic of al-Qaida's Iraq branch.

Iraqi officials believe the insurgent group is growing stronger and increasingly coordinating with allies fighting to topple Syrian President Bashar Assad across the border. They say rising lawlessness on the Syria-Iraq frontier and cross-border cooperation with a Syrian group, the Nusra Front, has improved the militants' supply of weapons and foreign fighters.

Nearly all of the deadly attacks reported by police officials were bombings.

They were unusually broad in scope, striking not just Baghdad but also the western Sunni city of Fallujah, the ethnically contested oil-rich city of Kirkuk and towns in the predominantly Shiite south. Other attacks struck north of the capital, including the former al-Qaida stronghold of Baqouba and Saddam Hussein's hometown of Tikrit.

The deadliest attacks were in Baghdad, where 15 people were killed. All occurred at around 9 a.m.

In the eastern suburbs of Kamaliya, a parked car bomb exploded in a bus station, killing four and wounding 13. Qassim Saad, an Arabic language teacher in an elementary school nearby, said his pupils began screaming as the explosion shattered windows and sparked panic.

He described a chaotic scene where security forces opened fire into the air upon arrival to disperse onlookers. Wooden carts carrying vegetables, fruit and other goods were overturned and stained with blood, and several nearby buildings and shops were damaged by the blast.

Like many Iraqis after major bombings, he criticized the government for not doing enough to prevent deadly attacks.

"I blame those who call themselves politicians in government (and) the security forces ... for this bad security situation. They are doing nothing to help the people and are only looking out for their benefits," he said.

Two more parked car bombs went off in a parking lot on the road that leads to Baghdad International Airport and killed three people, including a bodyguard of a Shiite lawmaker whose convoy was passing by. The lawmaker escaped unharmed. Sixteen others were wounded.

Four civilians were killed and 15 wounded when a parked tore through a market and a bus station in the southwestern Umm al-Maalif neighborhood. A roadside bomb went off in the commercial Karrada neighborhood, killing two and wounding 15, while another parked car bomb explosion killed two and wounded nine in western Shurta neighborhood. Five policemen were wounded when their patrol hit by a roadside bomb in eastern Baladiyat neighborhood.

In and around the ethnically-mixed northern city of Kirkuk, three parked car bombs went off downtown simultaneously ? one in an Arab district, one in a Kurdish one, and one in a Turkomen district? killing four civilians and wounding 18. Outside the city, three other parked car bombs killed five and wounded 16. Two of them targeted the house of a Shiite candidate for the provincial elections, but was not harmed.

Kirkuk, about 290 kilometers (180 miles) from Baghdad, is home to home to a mix of ethnic groups with competing claims to the oil-rich region.

In the former insurgent stronghold of Fallujah, the mayhem began around 6:30 a.m. when a suicide bomber drove an explosives-packed car into a police checkpoint, killing two policemen and wounding six others.

About a half hour later, in the town of Mussayab about 45 kilometers (28 miles) south of Baghdad, a parked car bomb went off in an open market, killing two civilians and wounding 13.

Drive-by shooters armed with pistols fitted with silencers shot and killed a police officer while he was driving his car in the town of Tarmiyah, 50 kilometers (30 miles) north of the capital.

Two more civilians were killed and 14 were wounded when two parked car bombs exploded in the city of Nasiriyah, about 320 kilometers (200 miles) southeast of Baghdad.

One police officer and 13 other people wounded in two separate attacks in the northeastern Diyala province. Five civilians were wounded in Saddam Hussein's hometown of Tikrit, 60 kilometers (35 miles) northeast of Baghdad, when two parked car bombs exploded downtown.

Local police officials provided details of the attacks, and hospital officials confirmed the casualty tolls. The officials spoke on condition of anonymity because they weren't authorized to release details to reporters.

Although violence in Iraq has fallen from its peak in 2006 and 2007, bombings and other attacks remain common.

The blasts struck a day after a series of attacks left 10 people dead, including a Sunni candidate running in the upcoming provincial elections. The most serious attack Sunday happened when a booby-trapped body exploded among a group of policemen, who were trying to inspect the body that was left in the street.

Iraqis vote Saturday in what will be the country's first election since U.S. troops withdrew in December 2011. The election, for local-level officials, will be a test of the strength of Prime Minister Nouri al-Maliki's political bloc as well as the ability of security forces to keep the country safe.

New gene variations associated with heart rate identified

Apr. 14, 2013 ? Through a collaborative genome-wide study on individuals, researchers have discovered 14 new genetic variations that are associated with heart rate. Since heart rate is a marker of cardiovascular health, these findings could provide a better understanding of genetic regulation of heart beat and is a first step towards identifying targets for new drugs to treat cardiovascular disease.

The study, titled, "Identification of Heart Rate-Associated Loci and Their Effects on Cardiac Conduction and Rhythm Disorders," was published online this week in the April issue of Nature Genetics. Led by researchers at the Icahn School of Medicine at Mount Sinai and the Medical Research Council Epidemiology Unit in Cambridge, UK, the collaboration involved 268 researchers from 211 institutions, as well as six large research consortia joined forces.

In order to gain new insights into the genetic regulation of heart rate, Dr. Ruth Loos, Director of the Genetics of Obesity and Related Metabolic Traits Program at the Charles Bronfman Institute for Personalized Medicine at Mount Sinai and honorary investigator at the Medical Research Council Epidemiology Unit and her team, spent three years working on a genome-wide association study using data from 181,171 participants from 65 studies during 2009-2012. "Without any prior hypothesis, we studied the entire human genome hoping to identify new genetic variations that no one before had even imagined would play a role in the regulation of heart rate," said Dr. Loos, senior author of the study. "This discovery is just the beginning of something new and exciting and can hopefully be used to identify new drugs that can be used for the treatment of heart rhythm disorders."

In a follow-up study, experimental down-regulation of gene expression was then conducted on fruit flies and zebra fish, to better understand how genetic variations might affect heart rate. These experiments identified 20 genes with a role in heart rate regulation, signal transmission, embryonic development of the heart, as well as cardiac disorders, such as dilated cardiomyopathy, congenital heart failure and sudden heart failure. "Our findings in humans as well as in fruit flies and zebrafish provide new insights into mechanisms that regulate heart rate," said Dr. Marcel den Hoed, post-doctoral fellow at the Medical Research Council Epidemiology Unit and lead author of the study.

The follow-up study also showed that a genetic susceptibility for higher heart rate is associated with altered cardiac conduction and a reduced risk of sick sinus syndrome, a common indicator for pacemaker implantation. "Our study tripled the number of genetic variations that are known to be associated with heart rate, some of which are also associated with other cardiovascular risk factors and with heart rhythm disorder," said Dr. Loos.

The German National Academy of Sciences Leopoldina and the French Acadmie des sciences are set to collaborate even more closely in future. Today in Paris, Leopoldina President, Prof. Jrg Hacker, and the President of the French national academy, Prof. Phillipe Taquet, signed a cooperation agreement consolidating the already close ties between the two institutions.

"We have had a close and friendly relationship with the Acadmie des sciences for many years now. The year of the 50th anniversary of the signing of the Franco-German Elyse Treaty provides a welcome opportunity to officially consolidate and further develop our scientific collaboration," said Prof. Hacker. The French national academy is also a valued partner in the field of policy advice. "Like the Leopoldina, the Acadmie des sciences unites the efforts of many outstanding researchers. Cooperation between our national academies is instrumental in ensuring their findings resonate at the international level and are heard, for example, by decision makers at the EU and G8 summits," he continued.

The agreement foresees the two academies cooperating on statements and recommendations on various scientific topics. The Leopoldina and the Acadmie des sciences also plan to host further joint conferences, seminars and colloquiums. They will thus jointly organise a symposium on modern vaccination strategies in Berlin on 10 June in cooperation with the Max Planck Institute for Infection Biology Berlin. The programme will include appearances by Nobel laureate and Leopoldina member Prof. Harald zur Hausen and Prof. Jules Hoffmann, Nobel laureate and member of the Leopoldina and the Acadmie des sciences.

The academy presidents signed the Memorandum of Understanding as part of the opening ceremony for the Franco-German science week in the presence of Genevive Fioraso, French Minister for Higher Education and Research, and Prof. Johanna Wanka, German Minister of Education and Research. The science week is part of the series of events on occasion of the 50-year jubilee of the Franco-German Elyse Treaty.

Since the Leopoldina was appointed the German National Academy of Sciences in 2008 it has served as the voice of German science in international academic dialogue. The discussion of current scientific issues in top-flight international symposia is an important aspect of the Leopoldina's international activities. The Leopoldina also provides science-based policy advice on an international level.

(AP) ? The Denver Nuggets are getting good at bittersweet moments.

Andre Iguodala scored 28 points and the Nuggets set an NBA franchise record with their 55th win Sunday, beating the short-handed Portland Trail Blazers 118-109 but losing another starter.

On the day Ty Lawson (right heel) returned to Denver's starting lineup for the first time since March 27 and played an encouraging 31 minutes, forward Kenneth Faried sprained his left ankle in the opening minutes while driving for a layup and didn't return.

"We're dropping like flies, man," Lawson said. "Well, it's not too serious, I heard, so he might be out for a week or so. He's a tough guy."

Although X-rays were negative, coach George Karl stressed that he didn't want to guess about Faried's availability for the playoffs that start next weekend until after his top rebounder goes for an MRI on Monday.

The Nuggets tweeted this quote from Faried two hours after the game: "Extremely scared. I never felt a pain like that a day in my life." He also said he'd be ready for the playoffs: "I know I will be out there. If I can walk, I can play."

Faried crumpled to the floor, covering his face and holding his left ankle as the Nuggets called a timeout less than three minutes into the game. The Pepsi Center crowd grew quiet ? the way it had 10 days earlier when forward Danilo Gallinari blew out his left ACL driving to the same hoop against Dallas.

In an all-too-familiar sight, Quincy Miller and Anthony Randolph helped their teammate as he gingerly walked off the court, a towel covering his face. Randolph would get some of Faried's minutes and finish with 18 points.

Faried was averaging 11.7 points and a team-best 9.3 rebounds.

"I felt like we were snakebit or bad luck had come our way, our karma had turned the wrong way," Karl said. "I kind of saw it and then when he stayed down, I was worried. I don't think anything's broken. But we'll find out much more tomorrow."

As they did when Gallinari went down, the Nuggets rallied behind their latest fallen starter, and grabbed a piece of history with their 55th win.

The Nuggets, who went 54-28 in both 1987-88 and 2008-09, also extended their franchise-best winning streak at home to 22 straight games but more importantly they moved a game ahead of the Clippers and Grizzlies in the race for the third seed in the Western Conference.

The Nuggets (55-25) can clinch home-court advantage in the first round with a win at Milwaukee on Monday night or a victory over Phoenix at home on Wednesday night.

"It's a 'wow' year for me," Karl said. "I've had a few before. I haven't had one since I was in Seattle, though. I've had the privilege to be on teams that won 60 a couple of times. That's pretty good. Fifty-five is the next-best thing.

"I do idealistic and realistic predictions and I thought the most we could squeeze out this year was 54, so we're above and beyond. I admire how much guys have stayed in this season and fought through some tough moments and continue to improve. So, it's a pretty special year."

Karl was thrilled at Lawson's return to the starting lineup. He had 12 points and 10 assists less than 48 hours after playing 20 minutes at Dallas.

"I don't think I could have asked for a better script out of Ty these last two games," Karl said.

Lawson said he's completely confident in his right heel now.

I decided to more or less make an addendum to my first interest check. (alternative-westerns-t81579.html)

The idea of the first one was to get an idea of what people might be interested in. The idea of this one is to present a more concrete idea and see what interest I can get for it. I've put quite a bit of thought into this, as you may be able to see. So, I'll just get started.

Background:

In late 2013, a race of hostile aliens invaded Earth. Many major population centers were overwhelmed early on. New York, London, Sydney, Tokyo, Rio de Janeiro, Johannesburg. All of them were devastated. The death toll numbered in the billions. Despite the valiant efforts of the residents of Earth, their weapons were no match for the superior technology possessed by their invaders. Those who survived but didn't manage to escape were brought to work camps within the cities to serve as slave labor for the aliens.

Communications, power, and trade all were completely shut down within the first year, effectively crippling the war effort. Despite the overwhelming force of the invading enemy and the lines of communication cut off, humanity continued to fight for their very survival. Although, the aliens declared the war over nearly five years ago, holdouts remain. Despite their hostility to humanity, they have largely left other native species alone.

Ten years after the first enemy ship appeared over the skies of Tokyo, the human race, now in tatters, tries to rebuild itself while avoiding extinction, but they are beset on all sides by hostile forces. The cities are primarily heavily occupied by the hostile alien forces, and the open areas are patrolled by bandits who attack humans and aliens alike. Although, the eastern United States is all but lost at this point, the western part of the country has a considerably smaller alien presence by comparison, aside from cities. Fortunately for the would-be victims of alien and bandit attacks, there exist settlements in the west meant to serve as bastions of hope and civilization. One of the largest and most well-known of these settlements is known as Callum in the Mojave Desert in Northern Arizona near the Colorado River.

The land has become one of conflict as factions fight over the land and control. Meanwhile, the citizens of Callum and settlements like it are simply trying to make a new life for themselves. The suddenness of their attack has, surprisingly, now led to a relatively quiet period for the aliens which may not bode well for the humans. Humans actively fighting the aliens have plans to retake the Hoover Dam. A rather large clan of bandits has plans to invade human settlements in order to gain better footing.

Major Factions:

Pilgrims

As their name suggests, settlers are the people who have relocated from the cities and settled the once again untamed western United States. Though they have a vested interest in humanity, they are not normally actively engaged in fighting with the aliens. Instead, their primary focus is on surviving and rebuilding humanity more or less from scratch.

Invaders

The hostile force now occupying most of the planet. The beings have shown little regard for human life. Hostilities have been met harshly and surrenders with capture. Prisoners of war are treated brutally and often used as slave labor to build alien technology. They seem to have a fanatical loyalty to their leaders and their cause. To that end, when faced with defeat, (which is rare) they opt to end their own lives rather than being captured.

Raiders

Raiders are humans who have taken on a more anarchistic lifestyle. They care little for either Invaders or humans. Though, unlike Invaders, these bandits can be negotiated with, particularly if someone has alien technology to trade. Raiders don't have permanent settlements, instead moving from place to place, carrying their weapons and supplies in vehicles with makeshift armor. Though brutish and not known for their intelligence, their fearsomeness lies in their tendency to travel in convoys of varying sizes. Although, all Raiders oppose the more honest citizens, none of the individual Raider "clans" are allied with each other.

Partisans

Since their official defeat, the humans have not had an formal military, but Partisans are the closest to it. They are the primary force now opposing the alien invaders. The largest portions of Partisans are within cities occupied by the aliens, hidden. As humans, Partisans do not conflict with Pilgrims, but some of them look upon the settlers as cowards and, in the case of ex-Partisans, even traitors. Others feel that they have a duty to the Pilgrims, believing that all rebuilding societies need stability. Partisans tend to have the best access to Invader technology, due to their frequent engagements with them.

They live by the following motto:

Live for humanity.
Fight for humanity.
Die for humanity.

Sentinels

The presence of the Sentinels is an open secret. Most everyone knows they exist, but not many know who the members are or where they are headquartered, except Sentinels themselves. Major settlements (including Callum) all have boards in which anyone can post a job, and a Sentinel will take it to complete it on their own or with other Sentinels. Sentinels generally specialize in assassination, extraction, and protection. Due to their secrecy, Sentinels often hold other professions above the table. Their primary goal is to protect and help the people of the Mojave.

Children of Ruin

The Children of Ruin, led by the enigmatic man known only as The Prophet are a cult who believe the Invaders are divine beings sent from the heavens sent to cleanse the evil and the corruption from the world with fire and replace it with their own, more perfect order. They are as much of an enemy to humanity as the Invaders are. Though, how the Invaders view the Children of Ruin themselves is as of yet unknown. They remain relatively inactive in the affairs of those around them, but they?re unlikely to remain that way for long.

Sleepers

The existence of ?Sleepers? is largely dismissed as myth. Legends say that certain humans are captured by Invaders and then returned back to them, only with one important difference. Through unknown methods, these humans have been brainwashed and will betray their people once ?activated? by the aliens. Unfortunately, the presence of these people is not a myth. The problem is you can?t tell the difference between these people until they?re activated. And, by then, it?s usually too late.

Important Locations:

Callum

Callum, named for its founder John Callum is a new human settlement located in Northern Arizona in the Mojave Desert along the Colorado River. It?s become one of the largest and most well-known of the human settlements among Pilgrims.

Las Vegas

The largest city in the area. As such, it is heavily occupied by Invaders who have destroyed much of what was built by the humans and began putting their own technology and structures in their place. Their activity from within doesn?t seem hostile, but it?s difficult to tell with them.

Hoover Dam

A large hydroelectrical dam that is positioned along the border between Arizona and Nevada. The dam is currently being held by Invader forces and a particular point of interest for Partisans. After all, whoever can control the power in the area has a large advantage in the area.

Fort Defiance

A large base constructed by the Partisan movement near the Hoover Dam primarily as a staging point for the planned attack and retaking of the dam itself. Now it also serves as a defensive position to protect settlements in the area including Callum. Despite the fort?s inherent danger to the aliens, there have only been occasional attacks on it, resulting in minimal casualties.

Elysium

Elysium is the name given to the home of the Children of Ruin, located on the shores of the Colorado River in Nevada north of the Hoover Dam. The compound enjoys peace and tranquility, due to their view on the aliens, as well as their proximity to the humans, making it difficult to get to.

Questions:

Q: What kind of technology is available at the time?
A: Quite a bit of what's available in the current present day is also available in this storyline. You have access to modern vehicles, though their presence is significantly less than it is in reality. There is substantially less fuel available and there is no electrical grid. Power is currently supplied by local generators. Due to the low fuel and power, the average Pilgrim uses fire to heat and light their homes.

Q: What "factions" can I play as?
A: For now, I'm going to say that you can play as any of the "factions" except Invaders. Although I may allow people to play Invaders in the future, the idea is to keep them as an NPC force. I will also require prior notification if anyone intends to play a member of the Children of Ruin or a sleeper. The reason for this is that you'll be given information in the future that I probably won't want most of the participants knowing.

Q: Will this be an open area roleplay?
A: For the most part, yes. Although, I like to see it as more of a hybrid roleplay. The idea is that your character(s) will get to roam around and do what they like. As I've hinted at above, there will be some kind of plot, and occasionally, I will make mention of the plot with some kind of notification, such as an NPC or an alien attack. Keep an eye out for those!

Q: How many characters can I play?
A: As many as you feel you are able to!

Q: How much should I write in responses?
A: I fully believe that this kind of thing is qualitative and not quantitative. Myself, I usually make a point of writing at least 500 words per post. It's a nice round number and almost always assures enough for someone to potentially respond to. That's the most important thing. Make sure that you give enough in your post for someone to also post a fair amount. A good rule of thumb is to post at least 2-3 paragraphs of writing.

Q: When will you be starting this roleplay?
A: When/if I feel like I've gotten enough interest in it. Considering the time I've put into it, if I don't get much interest on this site, I'll likely make it one of my personal stories.

Medicare hike could also hit some in middle class

WASHINGTON (AP) ? Retired as a city worker, Sheila Pugach lives in a modest home on a quiet street in Albuquerque, N.M., and drives an 18-year-old Subaru.

Pugach doesn't see herself as upper-income by any stretch, but President Barack Obama's budget would raise her Medicare premiums and those of other comfortably retired seniors, adding to a surcharge that already costs some 2 million beneficiaries hundreds of dollars a year each.

More importantly, due to the creeping effects of inflation, 20 million Medicare beneficiaries would end up paying higher "income related" premiums for their outpatient and prescription coverage over time.

Administration officials say Obama's proposal will help improve the financial stability of Medicare by reducing taxpayer subsidies for retirees who can afford to pay a bigger share of costs. Congressional Republicans agree with the president on this one, making it highly likely the idea will become law if there's a budget deal this year.

But the way Pugach sees it, she's being penalized for prudence, dinged for saving diligently.

It was the government, she says, that pushed her into a higher income bracket where she'd have to pay additional Medicare premiums.

IRS rules require people age 70-and-a-half and older to make regular minimum withdrawals from tax-deferred retirement nest eggs like 401(k)s. That was enough to nudge her over Medicare's line.

"We were good soldiers when we were young," said Pugach, who worked as a computer systems analyst. "I was afraid of not having money for retirement and I put in as much as I could. The consequence is now I have to pay about $500 a year more in Medicare premiums."

Currently only about 1 in 20 Medicare beneficiaries pays the higher income-based premiums, which start at incomes over $85,000 for individuals and $170,000 for couples. As a reference point, the median or midpoint U.S. household income is about $53,000.

Obama's budget would change Medicare's upper-income premiums in several ways. First, it would raise the monthly amounts for those currently paying.

If the proposal were already law, Pugach would be paying about $168 a month for outpatient coverage under Medicare's Part B, instead of $146.90.

Then, the plan would create five new income brackets to squeeze more revenue from the top tiers of retirees.

But its biggest impact would come through inflation.

The administration is proposing to extend a freeze on the income brackets at which seniors are liable for the higher premiums until 1 in 4 retirees has to pay. It wouldn't be the top 5 percent anymore, but the top 25 percent.

"Over time, the higher premiums will affect people who by today's standards are considered middle-income," explained Tricia Neuman, vice president for Medicare policy at the nonpartisan Kaiser Family Foundation. "At some point, it raises questions about whether (Medicare) premiums will continue to be affordable."

Required withdrawals from retirement accounts would be the trigger for some of these retirees. For others it could be taking a part-time job.

One consequence could be political problems for Medicare. A growing group of beneficiaries might come together around a shared a sense of grievance.

"That's part of the problem with the premiums ? they simply act like a higher tax based on income," said David Certner, federal policy director for AARP, the seniors lobby.

"Means testing" of Medicare benefits was introduced in 2007 under President George W. Bush in the form of higher outpatient premiums for the top-earning retirees. Obama's health care law expanded the policy and also added a surcharge for prescription coverage.

The latest proposal ramps up the reach of means testing and sets up a political confrontation between AARP and liberal groups on one side and fiscal conservatives on the other. The liberals have long argued that support for Medicare will be undermined if the program starts charging more for the well-to-do. Not only are higher-income people more likely to be politically active, they also tend to be in better health.

Fiscal conservatives say it makes no sense for government to provide the same generous subsidies to people who can afford to pay at least some of the cost themselves. As a rule, taxpayers pay for 75 percent of Medicare's outpatient and prescription benefits. Even millionaires would still get a 10 percent subsidy on their premiums under Obama's plan. Technically, both programs are voluntary.

"The government has to understand the difference between universal opportunity and universal subsidy," said David Walker, the former head of the congressional Government Accountability Office. "This is a very modest step towards changing the government subsidy associated with Medicare's two voluntary programs."

It still doesn't sit well with Sheila Pugach. She says she's been postponing remodeling work on her 58-year-old house because she's concerned about the cost. Having a convenient utility room so she doesn't have to go out to the garage to do laundry would help with her back problems.

"They think all old people are living the life of Riley," she said.

Teens face sex assault charges after girl's suicide

SAN JOSE, California (Reuters) - Three teenage boys have been arrested on suspicion of sexually assaulting a 15-year-old girl from northern California who hanged herself within days of the attack after an image of it circulated online, police and her family's lawyer said.

Audrie Pott felt devastatingly humiliated by Internet exposure of the September 2012 incident, which occurred while she was passed out from drinking at a friend's home, said Robert Allard, an attorney for Pott's parents.

The three 16-year-old boys, who attended Saratoga High School with Pott at the time of the alleged sexual assault, were arrested on Thursday in Santa Clara County, about 10 miles from San Jose, said Sheriff Laurie Smith.

The boys, whose identities were not revealed by authorities because they are minors, were booked on suspicion of sexual assault by digital penetration and distributing a photo of a minor in sexual positions, both of which are felonies. They also face a misdemeanor count of inappropriate touching, Smith said.

Reuters does not name victims of sexual assault, but Allard said Pott's parents consented to allowing their daughter to be named in media reports.

The arrests follow public outrage over the sexual assault last year of a 16-year-old girl by two high school football players in Steubenville, Ohio. That case and others like it have raised concerns about the shame young victims of rape can suffer when pictures of the attack are circulated among their peers via social media networks.

Pott committed suicide eight days after the alleged sexual assault. She had posted messages on Facebook that read, "my life is ruined" and "the whole school knows," Allard said.

"She felt that her reputation was spoiled forever," Allard told Reuters. "Imagine how you'd feel, through the push of a button, people know the most intimate details about you and they're taunting you and shaming you."

"It causes great damage, and in this case it led to her death," he said.

Allard said he planned to file a wrongful death lawsuit in the attack.

Marc Buller, spokesman for the Santa Clara County District Attorney's Office, said his office was in the process of filing formal charges against the three boys but that because they are minors he could not comment further.

The investigation remains open and more arrests are possible, said Santa Clara County Sheriff's spokesman Lieutenant Jose Cardoza.

Allard said the delay of seven months between the alleged assault and the arrests may have stemmed from the reluctance of some students to cooperate with investigators.

Smith said her department confronted a number of legal issues related to investigating the actions of juveniles. "I won't be apologetic for why this took so long," she said.

Allard said Pott went to a friend's house for a visit that turned to drinking when she and others consumed alcohol taken from a liquor cabinet in the home. He said the boys arrived at the house after Pott had gone upstairs and fallen asleep.

"The boys accused of assaulting Pott were her friends," Allard said. "The trust that she had in her friends was just obliterated by what happened. Perhaps it was her view of life in such a positive way that made this so much harder for her."

Poland unveils giant statue of John Paul II

CZESTOCHOWA, Poland (AP) ? A giant statue of the late Pope John Paul II billed as the world's tallest has been unveiled in southern Poland.

Archbishop Waclaw Depo unveiled the statue of the Polish pontiff Saturday in the southern city of Czestochowa, the home of this predominantly Catholic nation's most famous pilgrimage site, the Jasna Gora monastery.

The white fiberglass figure rises about five stories, or nearly 14 meters (more than 45 feet), on a hill overlooking the city.

It was funded by a businessman, Leszek Lyson, in gratitude for what he believes was an intervention by the late pontiff in saving his drowning son.

John Paul, who led the Roman Catholic church for 27 years before dying in 2005, remains a respected figure in his homeland.

Israel closes Gaza crossing after rockets fired

JERUSALEM (AP) ? Israel shut a crossing with Gaza after rockets were fired from the Hamas-ruled territory at the Jewish state on the day it commemorated the Holocaust.

The military said it closed the Kerem Shalom terminal Monday. Another crossing would be open for humanitarian cases only, it said.

Israel has blockaded the coastal territory since the Islamic militant Hamas took over in 2007.

Israeli police said several rockets were fired from Gaza at Israel the previous evening, as annual ceremonies were held nationwide to remember the 6 million Jews murdered by German Nazis and their collaborators.

Israeli TV showed footage of people in the south of the country abandoning a memorial ceremony and running for cover as sirens wailed warning of incoming rockets.

No injuries resulted from the attack, police said.

The only time I would advise this is when your emergency fund is too big, and you have a very small amount left to pay on the house. Keep in mind that your emergency fund should be three to six months of expenses, not three to six months of income. Besides, paying off the house doesn?t fall into the category of an emergency. The fact that you have to pay for your house doesn?t catch anyone by surprise.

I understand it can be very tempting to throw a bunch of money at your house, get rid of the mortgage payments, and own it outright. But I wouldn?t drain my emergency fund to make it happen?even if it meant being completely debt-free sooner. Life happens, and the moment you write that big check and weaken your emergency fund, the central unit will go out, the roof will spring a leak, or you?ll have major repair issues with a vehicle.

When you do things like that, you?re just begging for Murphy to come visit. And that?s not my definition of financial peace!?
